In 1995, after ten years of operation, VI CAP’s program delivery was evaluated with a business analysis. The examination revealed four points (Meister, 1998):

 

Only 3 to 5 percent of the twenty-one thousand to almost twenty-five thousand homicides committed each year were submitted to VI CAP.

There was an “urban void” of submissions.

Users reported that the VI CAP Crime Analysis Report was too complicated.

Users reported the perception of a “black hole.”
