Cooperation between the FBI and the Department of Energy (DOE) on other projects suggested that the DOE’s computer expertise could be used to good advantage by VI CAP. Systems analysts and programmers with Bechtel Nevada, a contractor operating the Remote Sensing Laboratory for the DOE in Las Vegas, Nevada, began to develop a new object-oriented, client-server computer and software system for VICAP.
