The risk
factor of a disorganized sexual homicide victim is situational in the sense
that by crossing the path of the offender, her risk is greatly elevated. The
victim essentially becomes a casualty because he or she was in the wrong place
at the wrong time. The other considerations when assessing victim and offender
risk are as detailed in classification 131.
