Investigation revealed that both girls were low-risk victims. However, the fact that they were not likely to have the physical strength to fight or resist a strong male assailant increased their risk factor slightly. In the case of the first victim, it appeared the offender was taking pictures of her on her bike as she arrived at the mailbox.
