Offenders. Offender populations are represented evenly between white and black offenders, with a much smaller contribution by Hispanic offenders. Black males, though, are overrepresented when compared to U.S. population demographics. Black males cross the racial barrier and offend against both black and white victims, as do Hispanic offenders.
