On November
6, 1973, Marcus Foster, a highly respected black superintendent of the Oakland,
California, school system, was leaving an education committee meeting with his
deputy, Robert Blackburn. As they exited the building, two gunmen ambushed
them, killing Foster and wounding Black- burn. The autopsy on Foster revealed
the killers had used bullets filled with cyanide crystals.
