Background
At 10:37 P.M.
on a clear, cool Saturday night in the fall of 1990, a fire was discovered at a
junior high school. The fire caused in excess of $250,000 damage to the school’s
library and an adjacent all-purpose room. As insurance costs were extremely
high in the low-income area this school served, coverage was minimal and
included large deductibles. The financially strapped school district was unable
to repair all the structural damage, let alone replace the books lost in the
fire.
