The most
critical classification is the level of victim risk. Risk level can be
categorized as low, moderate, high, or imminent danger. Assessment of the
threat is made as to whether the person making the threat has the knowledge,
ability, motivation, and access to weapons that would give him the opportunity
to carry out the violent act.
