Investigative Considerations

The stalker almost always surveys or stalks the target preceding the encounter with the target. Therefore, the availability of the target’s itinerary and who may have access to it is one investigative consideration. There are a likelihood of pre-offense attempts by the stalker to contact the target through telephone calls, letters, gifts, or visits to the target’s home or workplace.
